Default Outlook 2003 - can't send emails, but can receive sometimes?

Recently got broadband and outlook no longer worked. When I try to download
messages I get the error message 'Error 623 - can't find the phone book
entry'. Was advised to reload Outlook, but it made no difference. Several
calls to the broadband provider and settings checks didn't help. Any
suggestions?

Broadband, does that also mean you changed your ISP? and have a different
email email address?

And in Account settings have you checked what setting the connection is
using?
Also check Internet Options as to what connection is being used
