Tool bar customizing won't "stick"

Default Tool bar customizing won't "stick"

Any "customizing" I make on the standard tool bar will work during the session but are lost when I exit.
Using OL2000 fully updated.
Doesn't happen on any other PC in office.
What could be the problem?
One suggestion was to delete the Outcmd.dat file with OL closed.
I did this but the same thing happens.
Any other suggestions?

Default Tool bar customizing won't "stick"

is outlook closing completely when you close it? Check Task Manager for
outlook.exe 5 minutes after you close outlook.
