What you have now is a file when printed will assemble into a booklet on
paper ready to be stapled. If you want a sequentially paged booklet to be
viewed on the monitor, don't use the booklet wizard in Publisher. Make your
page size 4.25"x5.5". When this is viewed the pages will be in sequential
order and if printed out will be in sequential order and ready to put into a
ringed binder.

What order ARE they in? And what order do you want them in? What version of
Pub are you using? Are you printing this or is a print house printing it?

It would be helpful to know the version Publisher you are using. 2007 has issues
all its own.

I am using PUBLISHER 2007 as part of Microsoft Office Professional Plus
(Government).

I have 28 pages (7 landscape letter-size pages front and back). We are
printing the document in-house but distributing PDF version to 500 staff via
email (dry government funds). I'm thinking now that I will need to recreate
the entire document....

Thanks for your response. Are you saying that I need to start all over and
NOT use the wizard? I am confused....

NO. Just change your print setup to not booklet.

File Publish as PDF or XPS Change... Print Options One Page per
sheet (and set the paper size to your page size - probably 8.5x5.5")

Did you read Ed Bennett's response? He suggested you change your publication to
a plain setup rather than booklet.
Create a custom page size in Acrobat, 5.5 x 8.5.

Tried it. It works for print preview but the PDF conversion results in a
weird formatting. Each PDF full page shows a right half of page 28 and the
left half of page 1, and the same for following pages...
