is there a way to access or view Access 2007 database without installing
access on every machine? or Access 2007 has to be installed in order to
access it?

Get Access Runtime. It is free from MS.

But just to be absolutely clear, it's free, but it still has to be installed
on each machine.

If you need the ability to work with Access forms, reports and code, there's
really no other option.

If all you need is the ability to get at the data, then you could use any
ODBC-compliant client to get at it.
