Default api error

I am trying to use an Access database created by the Medical Reserve Corps.
Each time I try and open the database, the following box appears:

"Your MRC Database or project contains a missing or broken reference to the
file 'Accessibility.api' version 2.0.
To ensure that your database or project works properly, you must fix the
reference.
To learn how to fix the reference, click Help."

When I click Help, the directions tell me to go to "Tools" but there is no
"Tools" button or tab to quick on.

How can I fix this problem?

You must be in the VB Editor to have access to the Tools - References...
dialog.
