Messages stay in outbox

Default Messages stay in outbox

When I am in a web-page, and I click on a mailto: link, the word 2003 email
editor starts as it should.

And when i click send, the email editor disappears and it seems that the
message has been sent.

But when i go to Outlook 2003, I find that my message has been in the
outbox, and it gets sent after I have been in outlook for a while.

Can I send messages without starting outlook?
Like in outlook express?

As far as I know, no. Something has to start up the Outlook transport even
if it's in the background.
