ical items forwarding as attachments from Outlook 2007 to Outlook

We are having an issue trying to forward calendar items from Outlook 2007 to
Outlook 2003. These ical items are forwarded as attachments, and cannot be
accepted, or added to the Outlook 2003 calendar. Attempting to drag the ical
to the calendar results in the following:

"Can't copy the items. A meeting cannot be created from an attacment. To
add this item to your calendar, ask the meeting organizer to send you a
meeting request."

Is there a way to forward this, rather than having the meeting organizer
have to send out to multiple email addresses for each recipient?

Do both Outlook 2007 and 2003 have all of the updates installed?

Yes, all are up to date.
