Default command button wizard not working in access 2003

i have recently loaded office 2003 in my computer. here i am facing this
confusion:

in office 2000, when a button taken from toolbox is placed in the form,
automatically a wizard pops up and it leads to the basic configuration of the
button. it aids in fully automating the coding procedure and greatly reduces
the overall coding efforts.

this same feature is not being coming up in office 2003. i did a complete
install of the same and rechecked it with installing all features from
add/remove-change-run all from my computer option. have searched for the
same in net also but just cant get the right steps.

pls help me out in this setup.
