Default OWA Reply to Email: Receiver Gets Garbled Text

Exchange 2003 with Outlook 2007 SP2
User has occassionally had problems when he replies to an email and
the receiver gets garbled text. The symbols are hearts, rectangles,
and Chinese looking characters.

Have searched the internet but cannot find an answer. I did apply a
patch once to Exhange to resolve a similar issue with Chinese
characters.

I have the same problem and it just started about a week ago after using
Outlook for over a year. Do you think is some update I have received
for Office or Vista?

Does it only happen in OWA? This has been the case for us for two
users. It only happened once to one user and has happened several
times to another user. He is replying to a business email - it is not
going to a pop 3 account.
