Default Protecting Word table header in unprotected section w/ heading rows repeat

I have a Word 2003 form with protected and unprotected sections. There are two tables in an unprotected section. I want to see if I can protect the two-row header for each table without protecting that section, because I want the blank rows below the header to be editable and expandable (so others can add rows). I can enter a section between the header and the first row and this works great, except that the "Heading Rows Repeat" then doesn't work (presumably because of the section division).

Is there a way, perhaps through VBA, to protect the table header in an unprotected section and allow "Heading Rows Repeat" to work? I want to keep this as a Word form and not create a userform.
