Default changing week start to sunday in Outlook 2003

Does anyone know how to change the start of the week from Monday to Sunday in Outlook 2003? I've already tried changing it by going to Tools - Options - Calendar Options and that did not work. Any suggestions would be appreciated.

If you right click inside the calendar and go to other settings. Uncheck Compress weekends.
