Default when i send an e-mail it stays in the outbox until i click send/re

When I send an e-mail, it goes to the outbox and stays there until I hit
send/receive. This was happening in outlook 2003 and is still happening in
outlook 2007, but only from 1 specific location. Other PC's on the same
network do not have this problem. Any ideas?

Is Send immediately checked in Tools, Options, Mail Setup?
