Program Outlook Express to talk to speech for the disabled communi

Outlook Express appears to be the most user friendly for persons with
mobility issues. However some persons are still left to fall between the
cracks and are not able to access this because of more severe mobility
issues. I would like to suggest accessibility be addressed for equal access
by configuring it such that a person could talk and the computer types the
spoken words into the message.
