I recently installed Office 2003, but I cannot find the
menu item that allows for the shortcut bar to autostart.
Can someone offer some guidence?

There is no "shortcut bar" included with Office 2003. You may use the
shortcut bar provided by the operating system or you may install the
shortcut bar from a previous version of Office.
