outlook 2003 password storae problem

I cannot get outlook to store my password. I am trying to use the knowledge
base article 290684. it tell you to go to tr reg, and back up the user key. I
have done this then you go into the permission and change that setting. next
it refers to the protected storage system key and give the example
s-1=5-21-1245 ect. you are to delete this key and them re-store password. I
get to that step but cannot find that protected storage key. any idea where I
should look.
