Default Type uppercased letters with accent or diacritic sign

This suggestion may be applied to all Windows applications, not only in
Office. As european user, I use accented vocals and sometime I need to write
them in uppercase. In Word, I can select the letter and press F3; in other
programs, I can compose the ANSI code on numeric pad while pressing ALT; but
I propose a general solution that can be used in all Windows program: the
Windows keyboard driver must generate uppercase letters with diacritic when
the LOCK SHIFT is on; for example, if you write some letters with uppercase
lock on, now you obtain: "HJKLèé"; after the suggested change, you could
obtain "HJKLÈÉ". So, it would be easy write all in uppercase or just a single
uppercase letter with diacritic, just temporary lock of uppercase, in every
Windows application.
