How do I change the options to show the picture dimensions in inches vs
pixels. I want to resize the image to 5 x 7, how do I do that?

I'm using Picture Manager (11.6550.8132) SP2.

There's no such thing as a universal pixels to inch conversion because it
depends on the resolution and size of your screen.

I haven't been able to find any way you can view the image size in inches
with this product and help doesn't find anything other than it says that the
program is not designed as an image editor, only a file manager. If others
have a way please advise.

If you have Office 2002 (XP) you can install the Picture Editor that came
with that Office Suite and it will show inches.

There are also many freeware programs on the internet that will do what you
want.

If you are going to print the image locally, you can do what I sometimes do.
Insert the picture into what ever program you are going to use (Word,
Publisher, etc.), size it with the corner drag handles (some programs hold
down the shift key to keep it proportionate) to the rulers on the side and
top of the window and then print.
