"Cannot Start Microsoft Outlook" error message

Default "Cannot Start Microsoft Outlook" error message

I recently converted my file system to NTFS for security reasons (Guest
account had full access to everything in particular). With FAT 32, Outlook
worked fine even with my limited account status. (The account I use on a
daily basis is not an Administrator account as recomended by Microsoft.) Now
it only works when I give myself Administrator rights. I am quite certain it
is because the .pst file is in the Windows folder. I set up a new file in
%userprofile%\Local Settings\Application Data\Microsoft\Outlook\. Can I now
safely remove the pointer to the c:\Windows\outlook.pst through the Mail
applet in the Control Panel to start Outlook, then import the data from the
c:\Windows\outlook.pst file? Or what else would you suggest that I do?

Make your new pst the default, using applet.
Within OL with both pst's open copy mail etc to new pst, then close 'old'
pst.
Avoid any import/export it can cause probs.

It seems to be working fine, but I sometimes get an "Operation Failed"
message. Is it just because I am trying to open Outlook too soon after
closing it?

Probably, I get that error once in a while also, and It happens when I try
to launch Outlook too soon after closing it. As to the .PST file, copy it
to the new location and reuse it:
