Why can't I send email from the outbox folder?

When I compose a message while in the Inbox folder and hit the send button,
and then hit send/receive, everything works fine. But if I open the message
to take another look before sending it when it's in the outbox, or if I'm in
the outbox folder when I compose the message, and then hit the send button,
it won't transmit when I hit the send button and then the send/receive
button. I can't find a setting to correct this.
