Default O E 6.0 opening 60 IE 6 windows

In safe mode I was logged in as administrator. When I highlight the mailto on
the left, I get a pop up window that says " Can not open mailto: Error while
opening key" IOn the left side, I go to "New" and none of the options are
highlighted.

OK, was this a computer that was upgraded to XP, say from Windows 2000? If
so, see if this article helps:

It may be the computer is "infected" with some type of malware. You should
not be getting such a problem on a personal computer you own. If it's a
company owned machine, it may be the result of a custom install in which
case, only your company IT personnel can help since modifications made to
such machines are not known. A scan for malware might start he
