Hi, i've been busy on this problem a few days and i found the solution.
The problem is that there are permissions issues of some registry
entries.

There two ways of fixing this problem.
1. Fix every registry entry that's on your PC
( a few websites/forums advise this)
2. Fix only the registry entries which are 'broken'
( that's my approach )

Either way you would have to use SubInAcl. 'Download it '
microsoft.com

This tool allows us to edit registry entries even those which you need
special rights for.
We will make simple files, depending on the application you need to
fix, with code that will fix your registry entries.

1. Download and install SubinAcl.
2. Locate the install folder (default is Program Files/Windows Resource
Kits/Tools/)
3. Open Notepad
4. Add the lines you need for your applications (you can find the lines
bellow)
5. Save the file as "Officefix.cmd" in the folder where you found
SubinAcl.
6. Open the officefix.cmd

_I_work_on_Windows_Vista_(Business)_this_fix_is_no t_tested_on_other_Operating_Systems_then_Vista_and _is_only_tested_for_Office_2007_
That's it, that worked fine for me.

Another HUGE vote of thanks for solving this problem! It's ridiculous that
MS wanted to charge me $50 to open a support incident for this problem of
their own making.

I also needed to make a similar fix for PowerPoint, so here are the
appropriate entries for the .cmd file:

Default how do i stop office 2007 configuring startup

I have difficulty believing we have to edit dozens of lines of the Registry
to make Office not Configure itself randomly when we try and start a program.

Is this what MS expects the user to do?

Tomasdepomas thank you so much for a very effective solution.

This problem started on my installation of Office 2007 on Vista 64-bit
as soon as I installed Visio 2007.

I had reformated the hard drive, reinstalled Vista, and then Office
2007. All worked great until a few days later when I installed Visio.
Then it was back to the same problem. I have another machine with
Office 2007 and Vista runnning just fine for over a year. That install
does _not_ have Visio.

Your solution fixed Office 2007, but did not have the lines for Visio.
So I figured I'd Add them:

Default how do i stop office 2007 configuring startup

Here's an easy fix that worked in seconds for me!

Rename the MS Office & Word Setup files - for me they were located in
Program Files/Microsoft Office/Office/Setup. I renamed the two exe
files in there - Acme & AcmeWord to Acmex & AcmeWordx. Word started up
right away without going through Configuring Microsoft Home & Student
2007....

Default how do i stop office 2007 configuring startup

Every time Vista Installer popuped for “Windows configures Microsoft
Office professional 2007”
I installed office 2007 on Vista and it works well for several month.
Yesterday I installed Visio 2003 from Visual Studio 2005 Team System.
Every time when I opened Visio, it popuped a dialog to configure
Microsoft Office, and then a registry key access error, and then
rollback the configure progress. Then I try to uninstall Visio, same
registry key access error. At last I tried various ways and successfully
uninstalled Visio. But when I open I open an office product
(Word/Excel/PowerPoint, and etc), it gives me a message “please wait
while Windows configures Microsoft Office professional Plus 2007”. Then
it pops a window with a status bar for “Configuration Progress”. After
several minutes, the office product opened. So I uninstalled office
entirely, booted, and reinstalled again and again. My account is a
domain user and is belong to administrators user group on my machine. I
looked this up online, tried different approaches and finally found this
one:

Either way you would have to use SubInAcl. Download it from
microsoft.com
This tool allows us to edit registry entries even those which you need
special rights for.
We will make simple files, depending on the application you need to
fix, with code that will fix your registry entries.
1. Download and install SubinAcl.
2. Locate the install folder (default is Program Files/Windows Resource
Kits/Tools/)
3. Open Notepad
4. Add the lines you need for your applications (you can find the lines
bellow)
5. Save the file as "Officefix.cmd" in the folder where you found
SubinAcl.
6. Open the officefix.cmd

I didn’t found the lines of code that “you can find the lines bellow”.
Here is the script I used and it works:

subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f
/grant=system=f
subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f
/grant=system=f
subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f
/grant=system=f
subinacl /subdirectories %SystemDrive% /grant=administrators=f
/grant=system=f
subinacl /subdirectories %windir%*.* /grant=administrators=f
/grant=system=f
secedit /configure /cfg %windir%infdefltbase.inf /db defltbase.sdb
/verbose

(as a bit of a PC noob) needed to get the problem fixed. Thanks again!

Navigating to WINWORD.EXE is the same as clicking STARTALL
PROGRAMS.MSOFFICE whatever app you need.

The Desktop Icon and the Quick Launch Icon are shortcuts that are not
configured properly for one reason or another. You can delete the
shortcuts
and make new ones.

I recently had this exact problem, the Desktop and Quick Launch icons
invoked the Configuration Wizard, but the START Menu worked correctly.
I
deleted my shortcuts (icons) and created new ones that work properly.
(You
can go to the START Menu and find the Office application you want, hold
the
CTRL Key and drag the app to the Desktop. This will create a shortcut.
You
can then drag the shortcut (hold the CTRL Key to copy the shortcut, do
not
hold the CTRL Key to move it) to the Quick Launch bar if you want it
there.

I'm not certain what caused the problem, but my guess is that I made
the
shortcuts before rebooting and finishing the configuration wizard.
Whatever.

Well at least when I tried starting it from there it still tried to
configure. All the shortcuts and whatever to MSOFFICE were in
ProgramData.

Really! I did not have the problem when I started from there -- StartAll
ProgramsMSOffice. I did not have to navigate to winword.exe in Windows
Explorer. All I had to do was rebuild the shortcuts. If you had started a
shortcut, then clicked Start, and selected Word from the first menu, then
that would point to the shortcut and not to the EXE file that you get from
the MSOffice menu under All Programs.

Having said that, on my machine (the one I'm using to post right now),
StartProgramsMSOfficeWord points to a shortcut, and if my directions are
correct, then this should make the problem we're talking about. My theory is
that the shortcuts (all of them) are somehow corrupted, and you can use the
EXE to open the application. Since the shortcuts are all hosed-up, then you
simply delete them and make new ones from the EXE.

That's interesting.

You and I are saying the same thing, but you had an extra shortcut that I
had as the actual EXE. Hmmm ...

I'll have to remember this because I thought my expereince would be pretty
much universal, but you've proven me wrong on that. I knew the EXE would
work when the shortcuts did not, but you had shortcuts where I was making a
call directly to the EXE. Good to know.
