Default Fixed straight line(s) on a chart

How can I draw a fixed straight line in an excel chart. A line on a
level I can easily adjust changing the value in a spreadsheet cell,
for example.

Is it possible to fix even multiple lines (eg. as a fixed "bandwidth
information" - data comparing to a bandwidth)?
