Default picture will not display in signature on outlook 2003

I am trying to insert a picture in my email signature (Outlook 2003). When I
open a new message I get all the text in the signature but the image is
displayed as a square with a red cross. My signature file is 32KB. I have
enabled Outlook to display all images in HTML messages. I can get text and
hyperlinks to work in signatures.
