I have tried the regedt 32 solution without success. Is there another method?

Have you accepted the EULA while logged onto an account that has
Administrator rights?

Default EULA keeps popping up

Thank you for your help. I am the only user and the administrator. When the
computer starts, the typical screen with icons appears, not the screen to
choose the account. So am I logged onto the aacount as the administrator?
If so, yes I have accpeted the EULA many times.

Default EULA keeps popping up

Hi bxb7668,

I solved the problem. I went into my admininstrator account and turned off
the User Account Control (UAC). All of the EULA's are gone. This is great.
There seem to be many people with this problem. Be sure to tell others and
add this to the Microsoft regedt 32 instructions. Thanks.

That is a very dangerous and bad move turning off the UAC. You should turn it back for safety.

To get rid of the EULA you have to get to the file as the Administrator. Not the way you did it.

Or

You must accept the Office End User License Agreement every time
that you start an Office program
