Default No Longer Able to Color Horizontal Line

Up until a couple months ago I was able to insert a horizontal line and also
color it.
Example:

Type a sentence.
[Insert] horizontal "line"
-----------------------
Type "second" sentence.
Old ability:
1) Highlight "line" above. Change font color to blue.
2) Click on inserted horizontal line above "---------". Change font color to
red.
3) Highlight "second" above. Change font color to green.
Current ability:
Can only do steps 1 and 3 above.
When I click on the horizonal line, the icon for changing colors "greys out"
and is not accessible for use.
All I can think of is that I've somehow accidently checked or unchecked a
"check box".

I don't know how you were ever able to do that. When you click on an
inserted horizontal line, it adds the six "handles" so you can move it or
delete it. When a line is clicked on the format bar will gray out. To change
the color of the text, just highlight the text and then change the color.

Thank you so much for crossposting. It seems like it took "forever" to
even find this board via Google, and then I wasn't sure I was at the right
place.
Being rather new at help type message boards, it even took a while to
figure out how to start a new thread. I'd click on the new thread button,
hear the "click" sound on my audio, but then never see anything until after
several tries.
Again, thanks for the cross post.
