Word 2000 - Send as Attachment

I'm not sure what causes this but as I've installed Office 2000 on several
PC's at our company I've come across an oddity when it come to placing a
Send as Attachment button on their toolbar or doing the same through the
menus. In both cases the option/button is greyed out and unavailable.

Does anyone know the setting to change to make this work?
