footnotes in Publisher
I want to be able to add footnotes in Publisher so that I can insert a new
footnote and the subsequent notes will be renumbered to fit the new note. Since Publisher doesn't seem to support footnotes like Word does, is there any other way to accomplish this?

I believe only word processor programs have this capability.
You could do a pseudo foot notes by placing a subscript number in the text and then manually change to a smaller font and type out the text at the base of the page.
