Default Labels & Bullets and Numbering Format

When I go to Format, Bullets & Numbering, Outline
Numbered, Customize, Start at, I can enter 10000 or 20000
or 30000, but it will not accept 40000 or above. It also
won't allow me to enter just "0000," so I cannot put a "4"
in the "Number Format" in front of the "Start At"
numbers. Does anyone know the secret to getting this to
work?

The "start at" box is limited to "32767" or below. The subsequent
numbers will go above that.
