Default Comment Box

I have an existing spreadsheet (that i didnt set up) that when you click on a
cell it automatically comes up with what looks like a comment box but there
no little red indicator on the cells. I have changed the settings to show
the indicators but nothing appears. This box appears on every cell within a
certain range and i am stumped as to how to change the comments within the
box and also how to recreate it on another spreadsheet.

Sorry if it doesnt make much sense but im really not sure what it is , (do
have experience with spreadsheets).

Default Comment Box

It might be a Data Validation comment.

Real Comments appear on mouse-over.
Data Validation comments only appear on click.
