Default dealing with a projection

I am trying to establish the best way to make a simple projection.
I have National and State Level Data for 1992, 1997 and 2002.
Local Data has not been released for 2002, and I would like to make a
projection. Of course, the local data is a subset of the state data. I
can do a simple trendline of course, but I don't believe that accounts
for the relationship between the locality and the state. Hopefully this
is enough info. Thanks!

Data Example:
1992 1997 2002
US 620,912 823,499 1,197,988
State 14,707 19,077 28,684
Local 3,218 5,045
