Default all contacts do not display when adding them to a Distribution list

Hi - I am using Outlook 2002, and when I create a new
distribution group, and click on the Select Members button
to add contact names to that distribution group, only SOME
of my contacts appear - but not ALL! Then when I try to
enter the person I was trying to find and select, as a NEW
contact, THEN it tells me they are already in my
contacts!! I don't understand! If they appear in my
Contacts folder, why are they being displayed as a
possible selection for my distribution group?? HELP!!

Which Contacts are missing?
Do the ones that fail to appear have valid, resolved email addresses?
