Can't send email from Terminal Server

We have setup a client with a Terminal Server 2008 and generally have
everything working. We are having an issue with Outlook 2007 where we can
receive mail in a users Outlook (Exchange Server 2003) but we can't send.
There is no send button.

Any help would be appreciated.
