Why is sending delayed mail not being sent until clicking on send/receive?

Default Sending delayed mail

Delayed mail is not being automatically sent until the first interval after
the time/date has been reached.

What is the first interval??

Whatever you have your send/receive settings set to;
Tools- Options- tab Mail Setup- button Send/receive...
