Default outlook 2002 does not run, can I delete and then re-install it?

Qutlook Express runs great, Outlook 2002 (windows XP) will not run at all.
(will not send out nor recd in emails)
Can I remove Outlook and then re-install it?

With Outlook Express up end of June, now must solve this ASAP

Yes, but that will not help you with this problem as you have a
configuration issue and not an installation issue.
If you need help sorting the issue, you'll need to provide more details.

i am not aware of how to remove and re-install outlook 2002 sp3. is there a
way to do this?

This has nothing to do with the OP. Don't hijack a thread but create a new
one of your own.
To answer your question; remove Office completely and then reinstall it.
