Default change picture without changing text templete

In publisher: I have a piece with text boxes. The entire background of the
piece is a picture. I want to change the picture and keep the text in place.
Each time I import a picture it covers the text.

Move the picture behind the text or move the text in front of the picture.

Right click the picture and from the menu choose...
Change Picture / From File / browse to and select
your replacement / Insert.
