Default Shape selection does not work

Hi there,
Using Visio 2003 and:
1) a shape has a fill-color, selecting a shape is just "single click on the
shape"
BUT
2) when a shape has "no fill", one can not click ON the shape, one must
click on the line/border to select.
INTERESTING!
Seems like an issue? Corrected in 2007?

No, that is normal and correct operation.
Imagine a shape acting as a border around the page, only clicking *on* the border will
select the border shape.
