I am trying to insert a fraction 13 over 23 in a word document.

Here are two ways (and there may be more):

1. 13/23 ... just like that, which works for me; and
2. 13/23 and make the 13 a superscript and the 23 a subscript.

Neither options are true fractions though: Word is able to make true
mathematical fractions. See
