Default Sticky note pops up when trying to move email to folder

I have a user that every time she tries to move emails in her inbox from a
couple users to the appropiate folders she created the email she is moving
pops up as a sticky note.

Has anyone ever seen this.... I have tried to figure it out but have had no
success

She is using outlook that comes with Office 2003

Any help is appreciated
