Sticky note pops up when trying to move email to folder

I have a user that every time she tries to move emails in her inbox from a
couple users to the appropiate folders she created the email she is moving
pops up as a sticky note.

Has anyone ever seen this.... I have tried to figure it out but have had no
success

She is using outlook that comes with Office 2003

Any help is appreciated

is she using an addin, like outnote?
