Default My Outlook Express 6 will not capitalize

When composing a letter on Outlook Express, it doesn't automatically
capitalize the first word or words that requires to be capitalized like
regular outlook. How do you set this up in Express?

You depress the Shift key when typing the first word in a sentence or
paragraph.

I wonder how you would do it using just voice input?
Perhaps there are commands such as explicit punctuation,
e.g. "period" and "New paragraph"?

Then you could use your computer as if it was a stenographer.
