Did Publisher come with your computer? If it did, you should have restore
CDs (or some kind of restore mechanism) with it on, if you don't have the
original product discs.

If Publisher came as part of Office Pro or Office SBE 2003 preinstalled on
your computer, and you only have restore/reinstallation media for Office
Standard, then contact your computer manufacturer and complain.

If you bought Publisher separately from your computer (as part of Office or
standalone), you should still have the product media from which to
reinstall.
