Default Now I can't get the Text Format to stick in a cell

Hello,

Recently I had a problem getting Excel to recognize as formula as such when
the cell had been formatted as text before the formula was entered.

Now, I can't get the Text Format to stick!

I set the cell(s) to text. The copy a string of digits from a web page,
paste it into the cell and the format changes to General!!!

I go ahead and reset the cell to text but I why should I have to do this?
It truly seems as though the details are not being looked at!

Sheesh!

Instead of just pasting, rather PasteSpecial -- Values
