Reviewing ToolBars Question in Office Apps

I am having a problem where the REVIEWING toolbar does
not stay turned off.

I uncheck the Reviewing toolbars under ToolsCustomize.
After running and closing the program a few times(differs
from 3 to 5 times). The reviewing toolbars appear with
the rest of the toolbars.

Has anyone every had a situation with this, possibly a
different toolbar.

Is there a fix or some sort of work around for this.
