Default ACCESS 2003 Apply Fiilter Button Problems

I have an ACCESS project that was developed in ACCESS 2000. It consists of
forms with several tabs, and each tab has forms and sub forms. In ACCESS
2000 I was able to use the Filter by Form and Apply Filter buttons to
fillter the records in the project. When our company migrated to ACCESS
2003, these buttons no longer functioned as they had in 2000. Now, when I
use the Filter By Form to define the filter parameters, and then click the
Apply Filter button, the application seems to lock on the Filter by Form
display. In order to get off that page I must go into design mode and then
back into display mode. I have found a work around, which consists of
pressing the "Close" button instead of the Apply Fillter Button. It's almost
as if the mapping of the buttons had some how gotten mixed between the two
versions of ACCESS.

I don't believe that this is the intended behavior for the Filter By Form
function. I would like to understand what can be doe to return the Filter by
Form and Apply Filter Buttons to the desired functionality.
