Objects jumping past edges & guides

Default Objects jumping past edges & guides

If I select an object and use the arrow keys to move it, when it gets
close to a guide line or a page border (which has guides in the
background), the object will jump several inches past the
guide/border. If I then try to move it back, it will jump back across.
I cannot get it to continue by small increments.

Is there some snap setting I got wrong?

I am using Visio Pro 2003 SP3

Mystery, oh mystery.
I cannot reproduce.
I thought it had to do something with the grid, so i made the grid coarser
than the ruler. And I made it snap to the grid.
