Default O2K7 silent install - not completely silent?

Hi

Trying to create a silent install of Office 2007 and I have mostly suceeded
except for a screen that appears for a second or two at the beginning. It
says

"please wait while setup prepares the necessary files"

and then disappears and the install completes normally and silently from
that point. So it's unattended but not completely silent.

I have used the /admin switch and created the MSP with
display level set to none
suppress modal set to on
no cancel set to on

the config.xml has the line uncommented using xmlnotepad
Display Level="none" CompletionNotice="no" SuppressModal="yes"
AcceptEula="yes"/

The config.xml is being used because the reboot is being suppressed with the
Setting Id="SETUP_REBOOT" Value="NEVER"/ line

Uninstalls are properly silent but not the installs. Is there a way to make
installs completely silent ?

I get the same effect with both Standard and Proplus versions.
