how do I get a template with no text movement

Default how do I get a template with no text movement

I would like to make template's that are in the background, so that when you
type in the information needed that template text does not move. How do I do
this? Make a template and then insert a textbox over top of it?

What you are talking about is what Word calls an "online form." Check this
