I want to change table values by a factor of 1/100. So that values become
fractions from percentages. 99 to 0.99.

Enter 100 in an unused cell.

Copy that cell.

Select the range to change and Paste SpecialDivideOKEsc.

Delete the cell with 100.

Say we want to reduce the value in cells by 1%
So 100 would become 99

In an unused cell, enter .99
Copy this cell
Paste/Special/Multiply onto the cells you want to reduce.
