Default Toolbar Buttons Unresponsive

I've read through this group and haven't found a problem similar to
mine. I am running OE6 on XP sp2. Just recently I've noticed that my
toolbar buttons in OE become unresponsive - I click them and nothing
happens. Same with the menus.

The buttons are painting properly to show that my mouse is over them,
as is the root level of the menu. However, nothing happens when I
click. Same with the menu, even though "File", "Edit", "View" etc.
paint as my mouse is over them, they don't drop down when clicked.
It's almost as if the toolbar has stopped responding to click events.

My mouse is working fine everywhere else, just not on the toolbar for
IE. Does anyone have any idea what can be done to fix this?

I should note that it happens rather randomly. I've not been able to
pinpoint any specific action I may take elsewere that causes the
toolbar to stop responding.

Do you have any 3rd party programs running in the background (such as an
antivirus or antispam program) that may be interfering with Outlook Express?
If so, try disabling or removing them and see if the problem persists. You
could also use msconfig (Start/Run line and type: msconfig) and disable all
non MS programs from starting up, then reboot the computer and see if it's
fixed. It really sounds like some program external to OE is causing the
problem.
