Default Countif Formula

I am using a formula in cell C1

=3Dcountif(B9:B500,"500")

This formula will look in column B (which is a column with=20
values in =A3's) and tell me how many rows have a value of=20
under =A3500 in Coloumn B

I want a formula like above that will say under =A3500 but=20
over =A3700

And it is an invalid combination to be under £500 and over £700!!!
