Default attaching website links to excel file

I am creating an excel file that I want to insert website
links that I can access right from the excel file by
double clicking them. I was able to do it in the past but
I have recently added outlook 2002 and am wondering if
this has anything to do with this?

One method is to import Web Query. Click on Data, Import
External Data, New Web Query, then define the data you
wish to link. (by clicking the data "blocks"). After
clicking the Import button, you can define how ofter or
how you would like to update information, such as every
time you open workbook.
